Excellent sleuthing, Katie! The July 17, 1945 newspaper with the photo in the upper right corner is a dead ringer for the one drawn by Opapa. And you connected him squarely with Franklin Lindsay. Great work!
Bob Perry - a cover name or “war name” - is Bob Plan in Lindsay’s book. Lindsay knew Bob and in his later years and while researching the book he and Bob (who retired to Trieste) toured the region together. I think if Bob had been one of the two American officers Lindsay would have mentioned that. Also, Bob wasn’t an officer - I believe he was a civilian (he certainly was until May 1945), though he is identified in your document as a sergeant. An “inside job for Bob” does suggest Yugoslavia. This is all very intriguing!
I'm rethinking this. By officers, Lindsay could just have been referring to intelligence officers, and Bob was one of those. And not naming Bob might just have been for reasons of economy in the manuscript - why get into that level of detail?
